Who May Apply
- Spouses, direct ascendants/descendants, or siblings of deceased victims (hereinafter referred to as "bereaved family members")
- Organizations representing bereaved families
- Individuals not on duty who assisted in emergency response or recovery efforts and sustained harm
- Individuals operating businesses or working near the disaster area who suffered harm
- Others who experienced physical, psychological, or financial harm due to the disaster and are in need of recovery
