- Preliminary assessment to determine whether to proceed, dismiss, or initiate an officially initiated investigation

Decision to Initiate Investigation
- Determination to proceed, dismiss, or begin an officially initiated investigation
- Commission deliberation and resolution
- Written notification of decision within 7 days
